referring to the rotterdam code, on saturday, 18/02/06 at 02:00 p.m. the public artist heike pitschmann is standing in rotterdam in front of the stadhuis shouting "i would like to be an inhabitant of rotterdam but i don´t speak dutch" for 49 minutes. the rotterdam code states that the inhabitants of the city should speak dutch in public.
